Does having a permanent job offer (either from industry or academia) at the time of submitting the application increase the chances of my petition to be approved? Please note the application will still be self-petitioned.

Whether or not you have a permanent job offer should not affect the chance that your petition will be approved, as long as you can demonstrate that you plan to continue to work in the US in your field of expertise.
