Would you let me know if having a permanent job offer (either from industry or academia) at the time of submitting the
application will increase the chances of my petition to be approved? Please note the application will still be self-petitioned

Whether or not you have a permanent job offer should not affect the chance that your petition will be approved, as long as we can demonstrate that you plan to continue to work in the US in your field of expertise.
