Should I wait until I got my PhD degree to file I-140?

The fact that you do not yet have your PhD does not affect your chance of NIW approval, as NIW focuses on your past achievements and the reasonable future projection your contribution to the national interest of this country. So, there is no need for you to wait until you get your PhD before filing your case.
