For recommendation letters, I need to understand who would be the one matter most...those living in US or outside US are equally good?

It is best if some of your recommenders are outside of the US, as this will help to show the widespread influence of your work. But, some of your recommenders should be in the US, as they will be in the best position to discuss how your work will be of benefit to the US.
