I have a high impact paper that we're planning to send out to a journal for review. It can only be beneficial to include that paper in my petition as well, right?

Having more publications will not significantly help your case. Publishing papers serves as evidence of your original contributions, but only more citations can prove your contributions to be majorly significant.
