Can I apply for F2 visa while my I-140 (NIW) is pending?

Can I file NIW pettion and I-140 form while I am on U.S. and then leave U.S. for some family issue and after that re-enter U.S as F2 ( my husband is still in U.S)? Will my request for NIW affect my request for visa as F2? or will leaving U.S affect me NIW decsion?
